Default Reducing speed of DC pump

My Jabsco toilet pump needs to be slowed down, what is the simplest
way to reduce speed, by voltage? It also is very noisy, hopefully
reduced speed will quiet it down too.

Motor impeller forms air lock, have to wait for incoming water to
catch up, using shortest run with ID tubing to match pump.

Default Reducing speed of DC pump

You are right I do have a strainer, it keeps the eel grass and other
small stuff out of the head, in the past without a strainer, I found
grasses coming out of the head openings and odor from when they
decompose.
The strainer has same in and out ID with only a screen between.
