Default Testing - fixing triim gauge send unit Johnson

I have a Johnson outboard and the trim gauge stopped working. I
replaced the gauge on the dash as that was easiest, but no go. Still
not working. I put a meter on the gauge send unit wires and it reads
6.2 volts throughout the range of motion. Does this indicate a
nonworking send unit. Can the send unit be replaced without
replacting the wiring? Just splice it in?
