Default which newsgroup for German and French inland waterways?

Looking for information on German and French inland waterways (Basle to
Paris and back) as I plan a trip, be that in a newsgroup, on the web or
in a book.
Need info from minimal heights, where to fill up, good ports, tips and
tricks for the locks, papers needed, through is VHF enough or do you
need a mobile phone etc.

TIA
Marc
