Default Strobe light

Is a masthead strobe light specifically forbidden in the rules for
international waters?

It is specified for air cushion vehicles (because they don't go where they
point) and for use between close quarters fishing vessels, such as pair
trawlers. In all other situations - 'shall be avoided'.
