Lots writen here.
But better to read the Read the ColRegs..... an international
agreement yourself, than listen to experts found here such as Wilbur.
Inland US waters, that is inside the boundry line not forbidden, just
defined.
Outside the boundry.... that is INternatinal waters......... not
forbidden, just defined.
Read the diffintions found in the ColRegs which you should have or go
to www bla bla bal.

It is specified for air cushion vehicles (because they don't go where they
point) and for use between close quarters fishing vessels, such as pair
trawlers. In all other situations - 'shall be avoided'.
