Sewage treatment plants--which is where all the waste from a pumpout ends up--don't like toxic chemicals...and it poisons all the waters around it when dumped at sea. It'll kill a septic tank...and about all it does in most holding tanks is add a nasty chemical odor to the sewage odor. But, it's not illegal to use in any tank, whether you pump out or dump at sea, and it is cheap. However, I suggest you try Odorlos or Raritan K.O. or Odorlos instead.
