inder the Safety of Life at Sea (SOLAS) Convention.

Is South Korea not a member of SOLAS? Is there any penalty for vessels not
adhering to the mandatory requirements in U.S. waters?

sounds about right to me;
If the ship gets sited the US will not push the matter. The skipper
will not be found as he heads for home. his crew will (like happend
with the ship here in oregon a few years ago) be left to fend for
themselves and generally disappear into your community.

t's a fun place where your ticket can be yanked at a whim but if the
vessel is from any place that might cause
an "incident" they become invisable.
