FCC-issued amateur licenses are always valid in US waters and on the open sea. There are some countries that will allow automatic reciprocal operating privileges, subject to the host country's regulations regarding amateur service. Some countries will grant reciprocal privileges only upon formal, written application (e.g., the Bahamas). Some will probably not grant reciprocal privileges at all. So if marine communication is important on an international cruise, marine licensing is probably a good idea, even for hams.
