Default No water to engine!

I have an 88 Merc 7.4 / bravo1 which I recently changed all hoses
thermostat housing and thermostat. I also rebuilt Jabsco raw water
pump. I started engine on muffs and didnt see water from exhaust and
shut down immediately. I removed intake hose from transome and ran
water directly into hose, started engine and everything was fine. Good
exhaust and temps. I left hose off and put muffs back on but nothing
came thru transom. I also tried to run water from bilge to outdrive and
only a trickle came out of drive. Is there something that can get
clogged in outdrive? Trying to troubleshoot without removing bell
housing. All was ok before being winterized. Mechanic only informed
that impeller was worn.
