It's not. They're afraid if they don't have a function any more they'll be
CONTRACTED OUT, like the rest of the govt tries to do.... It terrifies
most government bureaucrats.

Hell, our NWS bureaucrats, here, are afraid to ask the airport bureaucrats
if we can put up a vertical ham antenna in the SWAMP next to the NWS
office, but over the airport fence. How silly....
