Default LED's for running lights?

I think your on the right track, I read somewhere that the traffic lights
that use LEDs blink them off and on to save energy. To a person looking at
them they seem to be on steady, but it is just a trick of the eyes (I think
they said that they were off half the time!).
There was also an artical in Popular Science about using LEDs for car
headlights, the hours to failure was about twice the life of the average car
and the fuel saved was said to pay for the lights several times over.
I wish I could help you more, I am going to be following this link closely
as I think you have a good idea and I want to hear other peoples ideas.
