Help - Evinrude 9.9 4-stroke outboard

Help - Evinrude 9.9 4-stroke outboard

A friend of mine has a Evinrude 9.9 4-stroke outboard and he's having
trouble getting the spark plugs out. Do you need a special plug spanner or
does a panel come out of the housing?
