If licensed for SSB, is an additional license required for GMRS usage ?

Are all users of the GMRS radios required to be licensed or are the
radios themselves regarded as licensed and the owner held responsible,
or what; and, is each radio licensed or is a pair licensed, they being
typically sold in pairs ?

I hear a license is $80 for 5 yrs. Why is it worth it and to whom, i.e.
who is the target user ?
