You cannot feel safe if you have to have a weapon nearby all the time, and that defeats the whole purpose of sailing. Something like a high voltage wire around the outside of the boat, that would produce a non-lethal shock when touched and turns on some lights & sounds. You'd have to make sure you don't get false alarms though, an anchorage with every five minutes a car-alarm going off would not be very enjoyable.
