The largest land owner, or richest man, in the county does have a major effect on how things are run in the county. It is a matter of economics, if nothing else. The myth that the "common man" really counts is simply that, a myth designed to keep the peasants peaceful, not because anyone really cares about the serfs but because if the serfs are running in the streets they aren't out picking the cotton and money isn't being made.
