aircraft or vessel to the other's right has the right-of-way.
Since the seaplane is to the motorboat's right, the seaplane
has the right-of-way.

Never under the Colregs. Until then new WIG (wing in ground) rule, that is.
Seaplane is higher in the pecking order than WIG
