At night you see normal navigation lights with the addition of a constant
yellow light on top.

What type of vessel is it?

What is it doing?

IIRC that's a vessel with a tow astern.

"Rule 23 (b) An air-cushion vessel when operating in the nondisplacement
mode shall, in addition to the lights prescribed in paragraph (a) of this

Rule, exhibit an all-round flashing yellow light."

NOT a "constant" yellow light. There is no such animal.

Maybe my book is wrong? It shows constant yellow lights as
signals for either pushing a barge (two yellow) or towing on
a long cable (yellow over white).
