That depends (I love giving that answer!)

Is the water frozen? There might be "nothing wrong with your
sailboat," it may just not be an iceboat.

Good answers from everyone.

What I was think of is this.

When the boat the boat, current and wind are all
moving in the same direction at the same speed.

In this case the apparent wind is zero.
