Actually, he was in his own framework, just not in ours.

Democrats had broken into, searched and bugged GOP Headquarters during the
previous campaign and Nixon had lost to JFK only because so many cadavers
had voted 'early and often' in Chicago so he felt justified.

Throuble is he denied Watergate when his 'plumbers' foolishly got caught.
Then he angered J-Edgar's hand picked boi by not promoting him.
