It's just highly recommended for rec boaters. Electronics can fail. Of
course, it's highly recommended that people not be over weight and
watch their cholesterol levels, but I bet 75% of people don't do that
either.
You had better have a charting GPS on board when your chart gets blown overboard
in that squall! Anyone who relies on just paper charts is a fool. And god forbid
somebody falls with the winch handle in thier hand and smashes the compass!
