That's a spare, just like the prop blades (and quite possibly a tail
shaft located someplace else), that would be installed if one of the
others were lost or damaged, with shoreside assistance.

Yelp it's a very smart move to carry spares while visiting other
countries.

Back in 81 while working for Pemex in the Bay of De Campeche (mexico)
we bent a 72" prop. Had to have one brought in from Texas. We had to
pay a 100% import tax of 28 grand. From then on... any of our boats
that went overseas carried 2 spare props and 2 spare shafts, 2 engine
heads, radio, gyro, and any other equipment valued at over 10K that
could fail.
