Nice try Neal. You always try to win argument with with you call
"simple logic." The simple truth is that had they intended what you claim, they easily could have added that Section B applies to "Vessels underway," but they didn't. You must be aware that there are a number of cases where an anchored vessel was held liable for not maintaining a lookout. Capt. Neal® wrote: Your wrong!
