Nice try Neal. You always try to win argument with with you call
"simple logic." The simple truth is that had they intended what you
claim, they easily could have added that Section B applies to "Vessels
underway," but they didn't. You must be aware that there are a number
of cases where an anchored vessel was held liable for not maintaining a
lookout.

A vessel anchored or moored is not underway so neither is it steering
nor is it sailing by defintion.

3(i) The word "underway" means a vessel is not at anchor, or made
fast to the shore, or aground.

In any other sport if a competitor broke the laws that governed
his or her sport do you think they would be allowed to keep any
record.
Just imagine if an Olympic athlete failed his drug test. His record
would be taken away. Just think if a NASCAR driver ignored the
yellow flag and passed his way into first place under the yellow,
he would be disqualified.

Why is it all you fools rejoice when some little dyke violates
the COLREGS. She has no record in my opinion unless and until
she operates legally.
