TIt was a joking remark, Joe...based upon the fact that it takes a sailboat
a couple of hours in many places in the Gulf to find water deep enough to sail in...maybe they should stick gloating marinas and fake islands 10 miles out so it would be usable for more than just tankers, freighters, and shoal draft boats...
