well if your strainer is not clogged then your heat exchanger may be,
Did you check the woodriff key in the impeller shaft? Did you crank
the engine and see of the impellor turned? Did you open the seacock to
the strainer? Break the line between the suction and the strainer to
see if you have a clog?

When you install the new impeller make sure that the side you put back
is just touching the impeller. This usually means a thin paper gasket.
Most of these pumps can't take a cork gasket, To much clearance creating
pump slippage and over heating.
