Default Rules change and plans change

Had I struck while the previous stove was hot . . . .but I didn't. The new
regulations which I put down below make the old 100 and 200 ton licenses
near coastal but adding celestial makes you 'street legal' for further out
than 150 miles providing you are in the following categories. So Plan "A"
is scrapped and Plan B" for me is 200 ton upgrade, celestial again (since my
certificate is out of date) and radar observer.

The following came straight from the coast guard license and examining
section in Portland, OR


"STCW does not recognize an "oceans" endorsement for licenses under 500 GRT.
You can take the celestial course and have it endorsed on you license, but
it would only be valid on vessels that are not subject to STCW (warships,
fishing vessels, pleasure yachts not engaged in trade, or wooden ships of
primitive build)."
