Phd's all the time that some IMO are dumb as dirt and some are indeed
brilliant. But perhaps they had a learning enviroment that was
pleasent and encouraging.

Gotta agree with that. The *only* thing needed to get a PhD is
sufficient determination to stay in the system long enough. My guys
take the new postdocs and introduce them to reality. For some, the
experience is very painful. For others, they never manage to grasp the
fact that having a piece of paper means little outside that narrow
niche. Typically they go somewere where reality has less impact on
their fantasy life.
