We don't have many holding tanks here. It's totally illegal to empty a holding tank within 2(??) miles of the shore. I suspect that I would cough loudly. After that it would depend on the appearance of the individual. If he looked like he could kick the crap out of me, then I would smile politely and say "Nice boat!". If he looked like a weasel, then I would politely ask if he was aware that pumping out a holding tank carried a large fine. Of course, hindsight is a great thing.
