I'd imagine there'll be a reduction commensurate with whatever control or influence he (or his continued freedom) still had. I suspect there will still be other forces at work that aren't operating directly in the name of Saddam. This does have the potential to be the point at which the tide turns, though. CNN says the troops that captured him didn't fire a shot. Yup, I watched the press conference.
