Maybe I should apply. Does a U.S.C.G. Master's license qualify me?

No... most emphatically NO...

The two Instructor's tickets the job specifies are hard to get and are a
real measure of your basic sailing and powerboat skills in the first place.
Which you must have before you can even proceed on those Instructors
courses.

There is a practical examination of your skills at the start of the course
which you must pass.

You can "apply", but probably won't get an instructor position just with a Master's license.
They're asking for a CV (Curriculum Vitae), not a laminated card or a diploma, so they're very interested in where you've been and what you've learned along the way.
