I was in DC for a number of those other "shutdowns" (actually just a
procedural appropriations failure) and the reality was NOTHING shut
down. People still came to work and a few political wonks who were
paying attention joked that they were not getting paid but they all
knew they would be.
Nothing really closed except maybe a sign here and there.
It was Bill Clinton who started the whole "shut down the government"
thing,
I've been in and around here for the past 45 years. I've never seen a memorial closed off for other
than maintenance of some sort. They're not guarded, except for the Tomb of the Unknown Soldier.
Yeah, the occasional Park Policeman might ride his horse through the area, but that's about it.
