Basically you need to jump out a window if you can to retreat.

He's saying you would have to jump out the window and run. That

We also have to remember Harry went to quite an effort to get a
Maryland carry permit, so he must think he was going to have to shoot
someone on the street. I wonder how badly he would have to be getting
beaten before he pulled his gat.

Actually, it was a modest effort.

The process in Maryland is far from "modest". I know lots of people
who tried and failed

In my opinion, the effort I exerted to obtain said permit was modest.
