Starter probably didn't "burn up" but is badly corroded inside. What
kind of engine is it and what starter? Delco? Prestolite?

yeah i thought that might be it. it's a merccruiser 255 engine;
starter and solenoid were, literally, hot enough to boil water.
previous owner has a replacement solenoid on board, but i didn't want
to replace it until i pulled the starter to test if it's bad.

i imagine marine starters are different than auto starters...not sure
which components are different...

Well, for one they're sealed for no spark. Doesn't help with heat
dissipation.

You're likely looking at a rebuild or replacement.

Was it hot from just starting or is there any potential the starter
didn't disengage from the flywheel after ignition? That'd certainly
heat things up.
