Gene Robinson nails it.

Having two presidents is starting to feel like having no president,
and that's the situation we'll face until Inauguration Day. Heaven
help us.
Trying to explain The Obama voting present last week?
Whoooooosh.
Right.
As others have stated and as Robinson has explained, there's very little
Obama can do until he is in office. We still have Bush kicking us around.
The Obama can effect public opinion by naming people to he will nominate
to the various cabinet level positions. This will go along way towards
calming the markets and providing the US public with some comfort that
they elected a guy who may be able to do the job.
But, when The Obama keeps waiting in the wings pushing his minions out
to recite the "he is not president yet" mantra it provides no comfort
and no confidence that he knows what he is doing and what will happen on
the afternoon of January 20th.
The Obama has stated that he wants to hit the ground running on January
20th. What better way than to walk back over to the US Senate and drop a
stack of Cabinet level nominations on Leader Reid's desk and say I want
them behind their desks within a week. The vetting process could be
concluded by the time The Obama takes his oath of office. There is
nothing stopping that process from starting in Congress now.
It is going to be interesting to see how well Pelosi and Reid play with
The Obama. Each of them believes that they run the country.
