GOP think the government exists to make it easier for them to amass
wealth at the expense of the middle class. *They* think the
government is there for the plucking, to help them maintain a
millionaire's lifestyle.

The government does not exist to "serve".
People serve to support the government.

The government exists to provide national security, to develop and
execute policies in the national interest, and to legislate federal
laws for the common good and in accordance with the constitution.

The government, in our form, is designed to preserve freedoms and
opportunities, within the laws.
It doesn't exist to "serve" in any other way. The conclusion you
draw is due to the many interpretations and variances that have
evolved over the past two centuries.
