While CNO, he instituted many liberal "social" changes in the Navy that
really did nothing to improve the character or spirit of a military
force.
He was famous for his "Z-Grams" which were issued on a regular basis,
much like a modern day Blog.
Others may disagree, but I don't think his policies were productive.

against women and minorities? The navy was a hotbed of discrimination
for decades.

I should correct myself. Not all were bad.
He relaxed many traditional regulations however that were taken advantage of
by many, causing discipline and moral problems.
Certainly not intended to do so, the relaxation of some regulations led to a
sharp increase of drug use and abuse for example.

Well, now, I'm sure we'd agree that any policy adopted by the military
that led to an increased use of illegal drugs would be a bad one. While
I believe possession of personal amounts of marijuana should be
completely decriminalized for the general population, I don't believe
such relaxation should extend to the military.
So, so far you are incorrect on whether we would agree.
