Steve ,, take Portsmouth, NH. One side of the river is NH, the other is
Maine.

So,, you get in the boat and go 100 yards ..

That takes care of the "stay in specific waters" problem.

PS.. just one more reason to leave the USA. The country I once knew ..? It
does not exist.
