I think you need to go back and read the sign again . . . 18.5K just
doesn't make sense.

PWC's, as another poster noted, are a lot like motorcycles. Some
riders operate intelligently and we are barely aware of their
presence. OTOH, there are people like the guy I saw recently on the
interstate north of Seattle, popping a wheelie for what seemed to be
over a 1/4 of a mile; sadly it's not if but when will the lives of
their loved ones be devasted by the news of a death by stupidity.
