You can also disconnect the shift cable at the shift plate. The main

from the control comes back to a plate where the shift interrupt switch
is.
A second cable goes from there back to the outdrive. By disconnecting the
cable there you can figure out which cable it is.

You probably ought to go ahead and replace the raw water impeller in the
lower unit too. They take a set if they sit for a long time.
