It might. The right prop is one that allows your engine to achieve it's
rated RPM at wide open throttle. If you over prop (too high in pitch) and
the engine is labored and can't achieve it's WOT, you might even lose some
top end.

On small boats, the right prop choice is also influenced by the load you
carry in the boat. A 17 pitch might be fine for light loads (one or two
passengers) but a 15 pitch may be required if you decide to load the boat up
with a bunch of people, food and whatever. Most boaters find a happy
compromise, but some change props depending of the boat's usage for the day.
