Vapors expand and contract a lot. Liquid fuel expands a very little.
Built-in gas tanks in boats are vented. There will be more absorbtion of
water vapor during the vapor expansion/contraction cycles than with the
tank
full of fuel.

Well, when the fuel leaks out the vent and takes off the decals on the
side
of the boat, you'll understand why completely filling the tank is not a
good idea. :)
Nobody is talking about *completely* filling up the tank John.
