The forman that supervised the re-fits should stand in front of the
Captain's mast and explain why he did such a half ass job that is going
to ...in the long run...screw up more then it ever fixed.

It's all money driven. Fix it now or fix it later. With a boat like
Oriole, there may not be a later.....in the Navy anyway. Her continued
status as a Naval ships is always a point of discussion.
