No opinion on the boat, but....

survey, sea trial and compression test of the engine(s)?

Well, technically if you are the winning bidder you have entered a
contract to buy the boat. However, if the buyer wants to have it
inspected, the seller doesn't have too much choice but to concede,
afterall, the buyer doesn't HAVE to fork over the cash unless he/she
is satisfied.

FYI, I believe this guy is wanting $7500 for the boat. If the boat
were to check out, would this be a reasonable price?
