I overheated a 1997 Volvo Penta 4.3gi. Following this the motor would not
start.
After inspection I pulled all the plugs out and the #5 and #3 cylinders
had sea water in them. I don't know if this is from a blown head gasket
or cracked block. Is the engine ruined either way? What steps would you
take with the mechanic? Water pressure test?

Take the heads to a local head shop and check for warpage. The 4.3L (GM
block) has a 0.002 max spec. And they warp when overheated. If they are
warped, just have the guy surface them and reinstall.
