How many layers of subjective governmental bureaucracy would it take
to make the "go/no go" decision, and handle the inevitable appeals?
Free markets rule, and Darwin lives on. One man's junk is anothers
treasure. The closest I would come to supporting a legal remedy would
be a requirement that all boats have insurance before they are
launched. That accomlishes your objective, AND the free market
prevails.
