Default They found my stolen car

No license plates.

Sounds like somebody is fixing up an identical model, totaled car.

Stealing
your plates and registration may allow them to (momentarily) pass under

the
radar and sell their patched up rig to some unsuspecting Rube.

That generally works the other way. Someone buys a total wreck to get the
title and plates. They take the plates and VIN off the wreck. Then they
steal an identical model car off the street, put the plates and VIN number
from the wreck on it.

Such a vehicle would pass a casual inspection. It would take a trained eye
to spot that the VIN number had been tampered with, and a skilled thief
could do such a good job that it may require tracing the engine serial
number (or some cars have a secondary VIN #) to establish that the car is
not the one listed on the title.
