Personally, I view IRC as a revenue grab by US Sailing. Under PHRF
handicaps were administered locally, and the certificate revenues
acrued to the local YRAs instead of US Sailing. As a one number
handicapping system, with no appeals process, it is doomed to failure.
At least with PHRF there is an opportunity to optimize the rating to
local conditions.
