Not in my corner of the world. I live in a major seaport/naval base and
sometimes turn on my handheld and scan 5 or 6 channels just to see what's
going on. 95% of the time it's very professional and quiet time occurs
at
least 70 % of the time.
We also have a Coast Guard base here so this might encourage the locals
to
behave.
You obviously don't live near Long Island Sound or Narragansett/Rhode
Island/Martha's. :)
