C- one long and 2 shorts. BTW it doesn't matter if "the wind is abaft
the beam." The sound signal for a vessel under sail remains the same no
matter what point of sail she's on

How often should they be sounded?


At intervals of not more than two minutes.

What other conditions require this sound signal?


This is the same sound signal given by a vessel Not Under Command,
Restricted Ability to Maneuver, a vessel constrained by draft, a vessel
pushing or towing, or actively engaged in fishing.

BTW it's worth rememebring that the signals are somewhat different for
vessels that are anchored, stopped, and aground.
