There will be no draft under Bush, just as there would have been no
draft if Kerry had won.

All the services, with the current exception of the Army, have more
applicants than billets. The Army has only recently had problems meeting
enlistment quotas. There are other methods to entice the recruitment and
retention of qualified people such as enlistment bonuses, re-enlistment
bonuses and delayed entry programs that will be deployed in lieu of a draft.

Remember Kerry stating that he would increase the size of the Army by
some number of divisions? I think that was part of his downfall. If the
military is used the way it is supposed to be used, and not for nation
building or law enforcement, the technology advantage enjoyed by the US
military more than makes up for numbers.

Implementation of a draft in the current world situation would be
political suicide for both sides of Congress.
