the race may not go to the swift, but that's the way to bet.

The Star is a technology class, among other things. All else equal,
newer is almost certainly better. Your best resource would be your
nearest fleet. I would expect them to tell you if they are competitive
on a national or world level, or are more club racers. Both exist. And
they would probably tell you after that what you might need to sail at
their level.

I assume you are looking for club racing, from the way you asked.

I read a few years ago about a new fleet in Santa Barbara, CA that
required sail numbers less than 10,000. This was to allow a
competitive fleet without the expense of the latest stuff. Maybe other
fleets do the same.
